L'État de Virginie compte de nombreuses villes indépendantes, ainsi que des villes intégrées à des comtés, qui disposent de forces de l'ordre municipales ou pour l'ensemble du comté, dans le cas des Sheriffs.
Les moyens humains et matériels dépendent du budget de la municipalité, et les missions confiées aux forces de l'ordre sont la lutte contre la délinquance, la lutte anti-drogue, la lutte contre le trafic d'armes, contre la prostitution, et la lutte anti-gangs, pour ne citer que ces missions.
Les forces locales rassemblent 4 hélicoptères de police, complétés par les 7 hélicoptères de la police d'État.
